Starting from January 1, 2018, public procurement in the construction sector will be significantly simplified In accordance with the order of the Minister of Finance dated December 22, 2017, and changes to the Rules for Public Procurement will be introduced from the new year, the press service of the Ministry of Finance of the Republic of Kazakhstan reports. The changes mainly relate to public procurement in the construction sector. As explained, despite the highly competitive procurement environment in the construction sector (7-8 companies per competition), in 80% of cases purchases are considered invalid due to the rejection of their applications. The reason for the massive rejections of procurement applications in the construction sector is the design and estimate documentation, which requires the submission of an unreasonably large number of supporting documents. At the same time, the construction sector belongs to licensed types of activities, and only companies with the appropriate license participate in procurement, upon receipt of which they confirmed the possession of the appropriate material and labor resources.
In this regard, the Rules are being amended to establish that the document. The relevant license issued in accordance with the legislation on permits and notifications confirms the possession of material and labor resources for public procurement of works in the construction sector. "The proposed amendments are being introduced in order to simplify and reduce the corruption risks of public procurement of works in the construction sector," the Finance Ministry said.
